An individual who laced candy with sedative and distributed them to children at a summer camp in the area has pleaded guilty to sexual offences against two boys both nine and ten years old.

The elderly man, from that region, admitted guilt to a total of 17 charges when he was present at the judicial center on recently.

Yet, he denied a single sexual charge he was accused of, which was concerning a nine-year-old child.

'Treat game'

Mary Prior KC, presenting evidence, outlined the criminal behavior to the legal proceedings.

She said his victims were disadvantaged youngsters who were staying at a youth camp which he operated.

The man conducted a "candy game" with the children, Mrs Prior said, in which he would enter the children's bedrooms when they were preparing to sleep and tell them to ingest treats "rapidly".

She stated to the judge the defendant had conducted this practice with the young males "for many years", and children had previously become sick the following morning.

She stated Ruben had been capable of justifying this for many years as the children being "overexcited from fun", until his stepchild had suspicions in recently.

The legal representative continued: "In the summer" his stepson had concerns about the situation, for good reason.

"They decided to have a look in the individual's items."

Mrs Prior KC said objects including lubricant, ointment and syringes were located, and his stepchild alerted the police about his worries.

She said Ruben continued to conduct the "candy game" with six boys that night - that Saturday - and they were everyone unwell the subsequent day.

"The police had not responded by that stage," she stated further.

The oversight body, the investigative body, earlier informed that it was reviewing the police response of the situation.

The legal representative explained the children were having difficulty walking due to their sickness, so the stepson notified the law enforcement once more.

She explained Ruben then conducted the "sweet game" in a area of five youngsters.
